Golden Safety Rules
“INK Golden Safety Rules” were formulated in 2016 as part of the work to develop an integrated management system. The main purpose of introducing a list of key requirements is to strive for complete prevention of industrial accidents.
In 2020, the updated “Golden Safety Rules” were supplemented with the 11th Rule, Control over the Spread of Viral Diseases. This rule prescribes strict compliance with all sanitary and epidemiological requirements, which are established by the laws of the Russian Federation, the requirements of Rospotrebnadzor, the Ministry of Health and the company itself, to prevent the occurrence and spread of infection.
No alcohol and drugs
No alcohol or drugs while working or driving.
It is strictly forbidden to carry, distribute, make or consume alcoholic beverages and narcotic substances at the INK Group facilities (sites, offices, etc.).
Traffic safety
The driver and all passengers must wear a fully functional seat belt while the vehicle is in motion.
Do not use your phone or other communication devices (walkie-talkies, hands-free systems) while driving.
The speed should not exceed the speed limit. Observe safe driving speed.
Follow the approved “Trip Management Plan”.
Risk assessment
Before starting any job, be sure to conduct a risk assessment and take steps to mitigate risks. All employees involved in the execution of the work should take active part in the risk assessment.
Be sure to consider the hierarchy of control measures. Remember that personal protective equipment (PPE) is a last resort.
Work permit
A permit for hazardous works is issued and approved taking into account the conducted Risk Assessment.
It is obligatory to have a permit to proceed with hazardous works. Use the approved “List of Hazardous Works” when issuing a work permit.
Working at height
Work at heights above 1.8 m must be carried out after assessing the risks, subject to availability of prior specialized training, a plan of work or process chart, collective and individual protective equipment.
Lifting operations
Staying under a suspended load or entering an enclosed area of a working lifting equipment is life threatening.
Assess all possible hazards — e. g. condition and stability of hoisting structures, falling of suspended loads, personnel in the danger zone, proximity of power lines or overpasses, wind loading and other external factors.
Use the tag lines or special rods to remotely control the position of the load.
Measurements of gas-air environment
Measure the air-gas environment before and during work, use appropriate personal respiratory protection, and conduct emergency preparedness checks.
Control of ignition sources
Smoking is allowed only in designated areas.
Vehicles can only enter the area of process units if spark arresters are installed.
Electronic devices and power tools must comply with the hazardous area class and be used only if the gas-air environment is continuously monitored.
Personal protective equipment
Use the mandatory minimum of personal protective equipment for constant wear at work sites: a hardhat, goggles, protective clothing, safety shoes, and gloves.
Personal protective equipment is provided and used in accordance with the identified hazards in the risk assessment process, as well as special requirements established for the work site (place).
Workplace housekeeping
Keep your workplace clean and tidy! This is an essential condition for safe, efficient operation and is a clear indicator of well-organized operations.
Control over the spread of viral diseases
Observe the sanitary and epidemiological requirements and measures to prevent the occurrence and spread of infections when performing work or being at the employer's facilities (including temporary accommodation facilities, employer's observatories, isolated premises), as defined by:
— regulatory legal acts of the Russian Federation,
— rrecommendations and requirements of Rospotrebnadzor, the Ministry of Health of the Russian Federation,
— local regulations of Irkutsk Oil Company LLC.
Wear masks and keep social distance (of at least 1.5 m between employees from each other), and disinfect hands regularly.
