Russian Supervisory Authority for Environment Protection (Rosprirodnadzor) Issued a Positive Review on INK Gas Fractionation Plant in Ust-Kut

The inter-regional department of Rosprirodnadzor for Irkutsk region and Baikal natural territory issued a positive review of the state ecological expert review for the facility "Ust-Kut Gas Fractionation Plant. Stage 2" (part of Ust-Kut Gas Processing Plant).

Ust-Kut Gas Processing Plant is part of INK's large-scale gas project. The facility includes a gas fractionation unit and a complex for receiving, storing, and shipping liquefied hydrocarbon gases and stable gas condensate.

The gas fractionation unit (GFU) is designed to separate natural gas liquids into propane, butane, ethane, and stable gas condensate. Ethane will be fed to cracking heaters at Irkutsk Polymer Plant, where it will be converted to ethylene using catalysts.

The expert commission of the state environmental expertise has established the compliance of the documentation with environmental requirements established by technical regulations and legislation in the field of environmental protection. The period of validity of the review is five years.

In January 2021, the Chief State Expert Review approved the project for the construction of pipelines, associated engineering infrastructure, and equipment for the transport of products of natural and associated petroleum gas from the Yaraktinsky and Markovsky fields. The facilities are designed to create a production system for pumping light hydrocarbons from the gas treatment units of both fields to the gas fractionation unit in Ust-Kut.

Irkutsk Oil Company (INK) is one of the largest independent producers of hydrocarbons in Russia. The company was established in 2000 and is engaged in prospecting, exploration and development of 52 license blocks in Irkutsk region, Krasnoyarsk region and the Republic of Sakha (Yakutia). INK's largest investment project is the gas chemical cluster, which INK is implementing in Ust-Kut. It includes gas production, treatment, transportation, and processing facilities, two helium plants, and Irkutsk Polymer Plant.
