The district and city councils of Ust-Kut unanimously approved the master plan for the socio-economic development of the district. The project was initiated by Irkutsk Oil Company (IOC).

The master plan is based on an analysis of the economic, demographic, social, and infrastructural situation in the region. The document is a comprehensive spatial development strategy for the Ust-Kutsky District, which includes 230 projects and initiatives, some of which were submitted by local residents.

– Thanks to the joint efforts of government officials, entrepreneurs, and residents, the master plan is now ready. Our goal is to improve the quality of life and provide a powerful impetus for the development of Ust-Kut, which is why IOC took the initiative and financed the development of the document. Today, the master plan is the result of joint efforts to systematize and coordinate activities, including specific actions with the distribution of responsibilities, implementation deadlines, and sources of funding, noted Evgeny Milov, Managing Director for Legal Affairs and Regional Policy at IOC.

The master plan's baseline scenario envisages investments of 59.5 billion rubles in the development of the district's infrastructure. This should lead to a 1.6-fold increase in gross urban product and the creation of up to 12,000 new jobs. The master plan provides for reconstruction of existing facilities, creation of new production facilities, development of municipal and transport infrastructure, renewal of the urban environment, expansion of residential development, and creation of new tourism opportunities. In 2024, a presentation of investment projects was held for business representatives from Irkutsk, St. Petersburg, Moscow, Tyumen, and Krasnoyarsk, showing investors potential areas of economic growth.

– The master plan is not just a piece of paper. It gives us a clear vision of the paths for development, allows us to set priorities and effectively achieve our goals, emphasized Sergey Anisimov, Mayor of the district.

The document is expected to be signed by the Irkutsk Region Government in the near future.
