Management of Irkutsk Oil Company LLC
General Director
Management of the day-to-day activities of Irkutsk Oil Company LLC is carried out by the sole executive body of the Company - the General Director. The General Director reports to the Board of Directors and to the General Shareholders Meeting. The General Director performs the duties established by the Charter, as well as some other functions, except for those assigned by the Federal Law On Joint Stock Companies and the Charter to other management bodies of Irkutsk Oil Company LLC. Since June 25, 2021, Yakov Ginzburg acts as the General Director of Irkutsk Oil Company LLC.

Yakov Ginzburg
General Director, Chairman of the Executive Board
In 2002, Mr. Ginzburg graduated from Baikal State University of Economics and Law with a degree in World Economy. Prior to joining Irkutsk Oil Company, he worked at VTB and in the management of a manufacturing company in Irkutsk. Mr. Ginzburg started his career in Irkutsk Oil Company LLC in 2008 as a head of the Risk Assessment Division of the Financial Service. Since 2011, he was the head of the Finance and Economics Department of Irkutsk Oil Company LLC. In 2017 Yakov Ginzburg was promoted to the Deputy General Director for Economics and Finance. And since June 2021 he became the General Director of Irkutsk Oil Company LLC.
Nikolay Buynov
Chairman of the Board of Directors, Executive Director
In 1990, Mr. Buynov graduated from Obraztsov Leningrad Institute of Railway Engineers (now St. Petersburg State Transportation University), having majored in Civil Engineering. He started his career as an engineer and was quickly promoted to the position of a deputy director and then as a head of a small enterprise. Since 1993, Mr. Buynov has been running a business of his own. In 2000, with a group of associates, he founded Irkutsk Oil Company LLC to operate oil and gas condensate fields located in the Irkutsk Region.
Evgeniy Milov
Execuitve Board member, Managing Director for Legal Affairs and Regional Policy
In 1994, Mr. Milov graduated from Irkutsk State University with a degree in Law, and in 1998 he graduated from the same university with a degree in Management. He has been working in Irkutsk Oil Company LLC since 2001. He began his career in the company as a head of the Legal Department. In 2004, Mr. Milov was appointed the Deputy General Director for Legal Affairs. In 2008, he became the Deputy General Director for Legal Affairs, Environment and Industrial Safety, in 2016 - Deputy General Director for Legal Affairs, Environment, and Regional Policy Issues. Since July 2021 Evgeniy Milov acts as a Managing Director for Legal Affairs and Regional Policy.
Dmitry Lyovin
Executive Board member, Managing Director for Internal Administrative Control
In 2002, Mr. Lyovin graduated from Irkutsk State Technical University with a degree in Aircraft and Helicopter Engineering; he also graduated from Baikal Institute of Business and International Management of Irkutsk State University, having majored in Enterprise Management. Mr. Lyovin began his career in the oil industry at Irkutsk Oil Company LLC in 2012 as an adviser to the General Director on the coordination of international activities. Since 2015, he was appointed as a head of the Internal Administrative Control Department. In 2018, he was transferred to the position of the Deputy General Director for Internal Administrative Control. Since July 2021 Dmitry Lyovin acts as a Managing Director for Internal Administrative Control.
Ruslan Salikhov
Executive Board member, Managing Director for Production, Chief Engineer
In 2005, Mr. Salikhov graduated from Tyumen Oil and Gas University with a degree in Mining Engineering. Prior to joining Irkutsk Oil Company LLC, he worked at TNK-BP, Rosneft. In 2015, he began working at Irkutsk Oil Company LLC as a Director of the Oil and Gas Production Department. In 2016 he was appointed as the Deputy Chief Engineer, Director of the Oil and Gas Production Department, and in 2019 he worked as the Chief Engineer. Since July 2021 Ruslan Salikhov acts a Managing Director for Production, Chief Engineer.
